Construction Project

Enhanced Nutrient Removal Project:  At the end of the current fiscal year, the Authority was nearing completion of its Enhanced Nutrient Removal and Expansion (ENR) Project.  A multi-million dollar investment in facility infrastructure, the ENR project will increase the capacity of the North River WWTF from 16 MGD to 22 MGD and allow the facility to meet new Virginia regulations for nutrient discharges to the Chesapeake Bay.   

 

With a total budget of $90,826,387, the Authority secured ENR project funding through a $26,826,387 grant from the Commonwealth of Virginia’s Water Quality Improvement (WQIF) Fund and $64,000,000 in loans from the Virginia Revolving Loan Fund (VRLF).  The VRLF loans include a $30,000,000 sewer revenue bond (Series 2007) with an interest rate of 3.0% and a $34,000,000 sewer revenue bond (Series 2008) with an interest rate of 3.55%.  The maturity date for both bonds is September 1, 2030.  

 

Through June 30, 2010, the Authority has requisitioned $87,041,470.19 in project funds leaving a balance of $3,784,916.82 in the project budget.  The project balance includes deferred WQIF payments of $436,791.90 for work completed during FY 2010.  The Commonwealth of Virginia began deferring payment of WQIF funds in May, 2010 when the grant share of project requisitions reached 95% of the total grant award.  This money will be paid to the Authority upon final project completion.

 

The construction contract (Contract #1) for the ENR project was awarded to Ulliman Schutte Construction, LLC (USC) of Miamisburg, Ohio on August 30,2007 with an original contract amount of $78,249,000. Approved change orders through the end of the current fiscal year totaled $2,104,194. Final completion of construction activity authorized by Contract #1 is anticipated by October 15, 2010 with an estimated final contract amount of $80,500,000.

 

The Authority also awarded four separate contracts for ENR project equipment purchases.  Contract #2 was awarded to Ashbrook Simon-Hartley on June 25, 2007 in the amount of $623,200 for purchase and installation of gravity belt thickeners and a belt filter press.  Contract #3 was awarded to Lakeside Equipment Corporation on July 16, 2007 in the amount of $1,075,000 for purchase and installation of monorail trash rakes.  Contract #4 was awarded to Eimco Water Technologies on July 25, 2007 in the amount of $447,410 for the purchase and installation of center feed final clarifier equipment.   Contract #4 was subsequently amended by change order to add additional surface coating and anchoring requirements resulting in a final contract amount of $531,205.   Contract #5, which was not included in the original project budget but paid for using project contingency funds, was awarded to Industrial Fabricators of Virginia, Inc. on December 8, 2009 in the amount of $372,400 for fabrication and installation of fiberglass baffles in the remaining four filter cells in the eight-cell tertiary filter building.  Fiberglass baffles were previously installed in four other tertiary filter cells during FY 2009. At the close of the current fiscal year, all ENR project equipment contracts were considered complete, but the Authority was holding $53,750 in retainage money on Contract #3 pending resolution by Lakeside of equipment malfunction on one of two monorail trash rakes.
