Pretreatment Program

General Pretreatment Program Information

The Harrisonburg-Rockingham Regional Sewer Authority (HRRSA) through its Pretreatment Program regulates Significant Industrial Users that discharge to the publicly owned wastewater treatment facility and collection system in accordance with the United States Code of Federal Regulations Title 40 CFR 403 and Virginia State Regulation VR680-14-10.  HRRSA has interjurisdictional agreements with each of its members (City of Harrisonburg, Rockingham County and the Towns of Bridgewater, Dayton and Mount Crawford) to administer the Pretreatment Program under the auspices of HRRSA rather than individual programs for each jurisdiction.  The individual jurisdictions are responsible for and control the collection systems located within their boundaries.

Goals of the Pretreatment Program

         -To protect the treatment facility and collection system.

-To protect the health and safety of personnel working on the collection system or at the treatment works.

-To prevent pollutants from entering the system that could interfere with the operation of the treatment works, adversely affect the quality of the biosolids or cause a violation of HRRSA’s VPDES permit.

-To prevent pollutants from entering the system that could pass through the treatment works inadequately treated and into the receiving stream.

Major Elements of the Pretreatment Program

       -The issuance of industrial wastewater discharge permits.

            -Annual inspection of Significant Industrial Users.

-Collection and analysis of samples of the wastewater discharge from Significant Industrial Users.

-The review of self-monitoring reports required of Significant Users by discharge permits.

-Initiation of enforcement actions when appropriate.

Currently there are no fees associated with new Industrial Discharge Permits or Permit renewals.
