General Pretreatment Program Information

The Harrisonburg-Rockingham Regional Sewer Authority (HRRSA) through its Pretreatment Program regulates Significant Industrial Users that discharge to the publicly owned wastewater treatment facility and collection system in accordance with the United States Code of Federal Regulations Title 40 CFR 403 and Virginia State Regulation VR680-14-10.  HRRSA has interjurisdictional agreements with each of its members (City of Harrisonburg, Rockingham County and the Towns of Bridgewater, Dayton and Mount Crawford) to administer the Pretreatment Program under the auspices of HRRSA rather than individual programs for each jurisdiction.  The individual jurisdictions are responsible for and control the collection systems located within their boundaries.

HRRSA's "Operating Rules and Regulations" contain the elements of the Pretreatment Program including local limits, discharge requirements, etc. Currently, there are no fees associated with new Industrial Discharge Permits or Permit Renewals. Click on the links below to download.

Rules for Disposal of Septage, Oil, & Grease Traps

The Harrisonburg-Rockingham Regional Sewer Authority accepts domestic household septage and wastes from restaurant oil & grease traps at its North River WWTF.
